Matthew N. Martinez is a registered civil and structural engineer in CA and other states.  His career has focused on the above and below water inspection and rehabilitation of marine waterfront structures, with more than 35 years of experience with national and international projects.  He is a Vice President with Moffatt & Nichol and serves as leader of Moffatt & Nichol’s Inspection and Rehabilitation Discipline.  Matt is Past President (2003) of SEAOSD, and Chairman of ASCE’s National Ports & Harbors Committee. 

A vessel allision caused damage to the bulkhead at one of the busiest areas of the San Diego Bay waterfront.  The incident made national news and was captured live and posted to YouTube.  The Port of San Diego successfully mobilized an emergency repair project that restored full usage to a critical section of the waterfront.  A timely response required the Port’s Executive Director to declare an “emergency” and authorized the immediate execution of contracts.  Once authorized, the project team worked 24/7 to implement this critical project.  

The harbor cruise vessel impacted the bulkhead at a significant velocity.  The 1928 bulkhead structure is part of the historic Navy Pier located at the front doorstep to the City.  The location is at the intersection of the USS Midway Aircraft Carrier Museum, San Diego Bay Harbor Cruise facilities, Harbor Drive, and is the site of heavy pedicab/pedestrian traffic. 

The repair work was led by a waterfront structural engineering team and required above water, below water and below grade structural investigation.  The resultant structural design guided the demolition and reconstruction of the bulkhead immediately adjacent to the fluctuating tidal elevations of San Diego Bay.  Excavation, demolition and construction required dewatering, testing, and disposal of the water offsite.  Development of an in-situ tie rod testing and evaluation program was key to the project.  The inspection, design and construction work was completed within a record 60-day period.  All challenges were successfully met by the project team. 

This project places structural engineers in a leadership role, restored vital waterfront infrastructure on an emergency basis.  The work placed structural engineers at the forefront, allowing for the broad innovative talents of the structural engineering profession to shine.
